  • Federation
  • Australian Government
  • State and Tertiary Government
  • Local Government

Federation

Federation of Australia was the first key. This key was developed to preserve the constitution of Australia. It enshrined the seamless future of Australia. Initially, it was developed in the year 1901 January. Senates from 6 major colonies of Australia came together to form the federation of Australia. This body was responsible for distributing the powers to each body. That is how the 6 states were created and the central government was organized. The central and state government were authorized under the jurisdiction of the Federation of Australia.

Australian Government

The Australian Government is set up on the basis of constitutional monarchy. The head of the council Queen Elizabeth 2 represented by the Governor-General. There are senates and house representatives of this council. Under Section 51, the law permits them to make their own rules. They have jurisdictions more than any other government entity. Australian Government is primarily responsible for the school funding in Australia.

There are 3 arms of this government. The legislature parliament, executive parliament and the judiciary. The legislature parliament decides the new laws on the basis of organized debates and laws. Executive parliament regulates these laws and introduces the best implementation procedures. Some members of legislature parliament are in the executive parliament. They are responsible to keep interests of both the arms together. Judiciary Parliament is supported by both the other arms for successful implementations.

The State And Territory Government

There are 6 major states of Australia. They together form to become the Commonwealth Government of Australia. They have the power to develop their own laws that are contradicted by Section 51. The Australian Government does not intervene with this. However, the territory laws can be revoked by the Australian Government at will. The territory government comes under the jurisdiction of the Australian Government. The state and Territory government are responsible for school funding up to 1/3rd of the total contribution.

Local Government

Local Government is set up on all the places of the states and territory. They have their own judicial system. All the entities of local government are supervised by the respective state or territory government. The council completely governed by the senates of the state and territory government.

School Funding In Australia

The school funding is largely contributed by the Australian Government. They are responsible for the school funding of both government and non-government schools. The federation allows the Australian Government for school funding. It is because it is mainly supported by public funding.

Legislation Of School Funding

The Australian Education Act (2013) was created by the Legislature-Parliament Assembly. It gives the provision over school funding to the Australian Government. It is further supported by Australian Education Regulation 2013 enacted by executive parliament of Australia.

The school funding is closely administered by the council of the Australian Government. The transaction and regulation are governed using the school funding framework. All the measures and implementations should adhere strictly to the educational framework. It is was created by the legislative assembly. The consent of all the senates from the different council was taken.

School Funding Assurance Framework

School Funding Assurance Framework abide by the legislative requirements. The Australian Government or State-Territory Government strictly follow the School Funding Assurance Framework.

On the other hand, state and territory governments have their own responsibilities. Their main responsibility is to maintain delivery and regulation. The schooling of every child is their responsibility. They should ensure the delivery of education to all the children without fail. This phenomenon comes under the jurisdiction of the School Funding Assurance Framework.

Majority of school funding is supported by the Australian Government. It also aids the non-government schools. However, states and territories also contribute to the school funding of non-government schools. States and Territories help to supplement the school funding.

School Funding

School Funding Process In Australia

Education System of Australia is appreciated all over the world. It is administered very consciously. Also, there are many reasons for the success of the Australian Education System. There are different bodies working together to run the school education system. Every entity has its own responsibilities and jurisdiction. Thus, all the entities have to strictly adhere to the fundamentals of the education framework.

Role Of Australia’s Federation

The Six Council of Australia made an enormous effort in creating the federation of Australia. It formed the Commonwealth Government of Australia. Also, there are State And Territory Governments that are contributing their part. Everyone has their equal share of responsibilities. Thus, together they are responsible for the operation and regulation of school education systems in Australia. Regardless of government or non-government school, they have to work together.

It is very intriguing to study the education system in Australia. The Commonwealth Government is administered by the States and Territory Government. They do not administer the provision of employing the teachers or funding process. They only need to regulate, register and operate the faculty of every educational institution. National Education Policies and Laws are created by the Australian Government. However, states and territory government also take part in the policymaking process. Therefore, all of these bodies have to come together in the Council of Australian Government for the decision-making process.

  • Government Schools Funding
  • Non-Government Schools Funding

Government School Funding

The overall contribution for school funding for government schools is around 60 Per cent this year. Most of the contribution is given by State and Territory Government. The remaining contribution is done by The Australian Government.

Non-Government School Funding

The overall contribution of school funding for non-government schools is around 40 Per Cent in 2020. The majority of contribution is given by the Australian Government. Whereas, the rest of the contribution is given by the State and Territory Government.

Conclusion

There are 3 major sectors of school in Australia. Government Sector, the Catholic and Independent Sector. The major contribution to the Government Sector is done by States And Territory Government. Whereas, the major contribution to the Catholic and Independent Sector is done by the Australian Government.

School Funding Growth Of Australian Government And States Government

There is a remarkable growth in school funding in the last decade. It can be noticed that the Australian Government (Commonwealth Government) contributed more than twice as compared to States Government. The States And Territory Government was able to grow by 20% approximately. Whereas, the Commonwealth Government was able to grow by 50% in the last decade.

Therefore, we can notice that the overall growth of school funding has been increased drastically in the last decade. The major contribution has come from the Australian Government. They have successfully increased the overall school funding by 70% in Non-Government Schools. The overall growth in Government Schools is around 12%.

State And Territory School-Funding Manifesto

State And Territory Government are endowed to produce a certain amount of contribution. They must provide sufficient school funding under section 22A. However, the states and territory government has not been able to fulfil the standards of school funding. Furthermore, they have a few discretion in the terms and condition set by the Education Council Of Australia.

Australian Education Act of 2013

There are many reforms made under this section. It decides the administration of the education system in Australia. So, the 3 arms of the education systems – Government Sector, The Catholic and Independent Sector will be governed on the basis of this act. However, the states and territory governments had a little bit of discretion with some of the policies under this section. Hence, those discretions will be followed by the council in accordance with concrete evidence.

They mainly have problems with the School Resource Standards set up. So, allocating resource for school funding is determined under School Resource Standards. Therefore, it is based on the number of student index, school management and operating cost.

National School Reform Agreement

This was the agreement signed by the Australian Government and States Government. This agreement was introduced for the purpose of improving the overall education system of Australian. So, the plan is set for 5 years from 2018 – 2023. Therefore, both governments will ensure the seamless future of education system in the country.

The State and Territory Governments combined to make the minimum funding requirements for schools. It was based on both the requirements of government and non-government schools. Hence, any state-specific reforms will be directly monitored by the federation to check the contribution.

Bilateral agreement

A bilateral agreement was set up between the Commonwealth Government and the States Government. Therefore, the agenda of the agreement is to accomplish educational reforms together. There were certain areas on which both the governments will be scrutinized properly. Hence, the epitome of growth in educational systems is expected to be accomplished in the year 2023.

According to the National School Resourcing Board, under section 128 the state and territory government should submit their compliance. Therefore, under section 22A of the bilateral agreement, the states government will submit the results by June 2020.

Consistent Funding Arrangements

The School Funding Assurance Framework is kept transparent among all the government bodies. So, any transaction made for school funding can be monitored through this scheme. However, they created another scheme under the name of School Resource Standard. This scheme determines the measure of contribution required from public funding. The public funding plays a major role in collecting overall funding for schools. It is applicable for both government and non-government schools.

It has been noticed that the Australian Government has determined the funding rate in both sectors. Government Schools will receive consistent growth of 20% in school funding. Whereas, Non-Government Schools will receive a consistent growth of 80%.

Conclusion – Whether Federal Government Turn Over The School Funding To States

The distribution of power is given equally to both governments. The Australian Government (Federal Government) has been noticed to perform well in the last decade. The Australian Government has shown a significant amount of growth in student funding. Whereas, the student funding has not increased in the case of state and territory government.

There were targets set by the federal government. There were some areas where funding was a little low as per their target. They have said to increase their support to those areas by 2023. The priority will be increased. Whereas, the other areas will be prioritized moderately and the target is set up to 2029.

The plans of the Federal Government has been working quite successfully until now. They have contributed much more than the expectation. Their plans have ensured that despite the student background, place or ethnicity, they will receive higher levels of funding and support from the Australian Government. Hence, it is safer to say that the school funding provision should remain in the jurisdictions of the federal government.

The state and territory government has expressed their discrepancies in the current policies. They are given a deadline up to June 2020. The provision of school funding will be reconsidered if they provide enough evidence to prove their discretion. Until then, the power and provision of setting the school funding and resources in government and non-government schools should remain at the hands of the Federal Government.
